Ashtray Lamp

I ve read various threads and still can't figure out why my ashtray lamp won't work. On the bench if I apply power to the common point (lighter) and ground directly to the bulb holder, it works fine. But once installed it doesn't light up (yes, lights on and key on) The lighter works just fine Any ideas why I am not getting a ground to the bulb sleeve holder..must be ground somewhere in the tray for the lighter to work?
