Steering Angle Sensor Issue

Hello, new to the forums here, surfing the 'net to see if I can find a resolution to my issue: 1999 E320 4Matic sedan BAS, ABS and ESP lights are on. Errors for all three occur upon startup of the car and the lights remain on while driving. Friend has a Mercedes "hand held tester" and scanned the car for me. The tester said there is no signal from the steering angle sensor. I bought a new one from my dealer and installed it. He cleared the codes, but they persist, and there's no signal...
