Which bolts to torque under load?

Hey, how do you know which bolts need to be torqued under load? Is there some logic which can act as a guide to know which ones do, and which don't, need to be torqued under load? I understand that in the repair manuals there is a warning/hint saying that the suspension components are affected by this. However, I feel unsure deciding which components are categorized as such. Sway bar links, e.g., don't have to be torqued under load - I've been told. They are in the vicinity of all... Which bolts to torque under load?
