w210 glow plug relay starts too late

I have w210 E270 classic, MY 2000. The problem is that my glow plug relay activates (send voltage to glow plugs) too late. It sends voltage to glow plugs only when the engine starts but not when I turn key ignition on (as it was before and as it should). First, I thought that my relay is bad but tried to put new one and the same thing happened. All glow plugs are replaced and wires checked (resistance below 1ohm).
