92 300e control and system pressures

92 300e 2.6l with 5.6 bar system pressure and 5.2 control pressure 3 bar residual pressure fuel pumps a year and a half new, fuel filter about 2.5 years old i read that normal values for a 6 cylinder between 5.7 and 5.9 raw pressure does this mean my pumps not putting out enough pressure. or i have a restriction at fuel filter, or somewhere else or my fuel pressure regulator not maintaining pressure. as i have a hard start of about 7 seconds if i turn car off and try to restart it... 92 300e control and system pressures
