Parking brake inoperable - adjustment issue

I get no pedal action on my 91 300D for the parking brake. I can't push it far enough to get a single click; certainly no actuation. I jacked the rear of my 91 300D, and took the wheels off. Messed with the parking brake adjusters on both sides, and tightened each side such that I couldn't turn by hand, then backed it off. Since I knew the pedal wasn't right, on the passenger side I decided to back it way off - 10 clicks. On the driver side, I could only back it off four of so clicks...
