Diverter valve

I found the diverter valve just like the first image below and got the second image to replace it Do you think this is a problem with the Turbo? Do you think this would through a code and check engine light? Do you think this is causing the turbo to roar and moan when I get my foot off the gas pedal? I bought an after market blow off valve for replacement in the image below, Do you think it will fix the issue. I have not receive it yet
