Fuel filter stopcock adjustment (leaking)

I just did a fuel filter change with a Mann brand filter, i replaced the O rings as well however i dont know how adjusted the stopcock is supposed to be. It leaks diesel as well. I eventually got tightened to where it doesn't leak and still keeps the engine running smooth, is this how its supposed to be? Video for reference Fuel filter leak ?
