Fuel Tank Vacuum and Pressure Regulator

I've seen the vacuum diagram below in many places and read several posts on the pressure build up inside the R107 fuel tanks. My issue is that the pressure inside the fuel tank is so high that it's causing fuel line leaks until I release the tank pressure by opening the filler cap. In addition, the car seems to be running rich. I disconnected the return fuel line from the fuel distributor and the gasoline came flying out because of the pressure in the gas tank.
