Vito W639 Heater only blowing cold air

Hi all, I have a 2008 W639 115cdi Van which the heater only blows cold air. I've read on here that it's most likely the heater control panel. When I turn the heater dial there's some linkage behind it which moves once it goes into the heat mode. Is this a sign that I'm looking at the wrong thing & it might be the valve?
