Keyfobs... reprogramming - possible or not possible?

I searched through the forums and couldn't find any definitive answers... I am in the process of purchasing a 1998 C43 and the car comes only with one keyfob. dealer is asking $170 for a new one and claims that used ones cannot be reprogrammed. Used ones go for as little as $25 on eBay, but I wasn't able to find any definitive answer whether these can be reprogrammed for my car... Does anyone have the final word on this? Thanks.
