Climate Control Vacuum - not the usual "no center vents"

I've searched it to death, and hope that this warrants a new thread. I have a '99 SL500 with some incredibly strange vacuum issues with the climate control system. For a couple of years my car has had climate vacuum issues, when I first bought it the left-side vent would not open or close (always stuck closed, which is strange because this requires vacuum pressure).
