Eventually spring perch problem?

Hello! I've found a pic taken a few months ago. I heard that common problem with Rust in the spring perch holder. I think mine is not the worst. On the image it look like the perch holder is beginning to tear a part a little. Is it possible to weld it from outside without remove the spring? Thanks.
