Should fuel rail pressure show fluctuating values even with ignition off?

When I turn my car to the "on" position (electronics active, engine not running) and check most of the available values through Torque and a generic OBD2 interface, most of them are zeroed out, which I would expect since the engine isn't running. My fuel rail PSI values, though, show about 30PSI for the first few seconds, and then starts to fluctuate pretty wildly: I then continues to jump around between 2-28 PSI, even without starting the...
