Telescopic steering wheel doesn’t move

I've got a 1993 500SEL and the steering wheel doesn't move in any direction neither it makes any noises when I move the switch! Any idea what would be wrong with it? Is that vacuum related as one of the rear headrests doesn't move too? appreciate the help
