W210 E240 Facelift 2.6 Heavy Steering

My steering rack is heavy even after a full rebuild and change of steering pump. Any idea what could be the cause ? No leakage or funny noises. I only get the following error message when scanned "C1401-007 high pressure return pump does not switch off" Thank You
