Is my idle speed control unit bad?

In trying to track down a rising and falling idle as well as hard COLD starting my multimeter and I are doing some diagnosticating. According to a poster the resistance of the idle air control valve s/b between 7.5 and 10 ohms. Mine reads 4.5. With the key on the voltage across the connector should be battery no? Anyways mine jumps around and reads from ~1.7-2.76V. This was checked with two multimeters. If true it points to the idle speed control unit. I do not have any info on how to check...
