Comfort Control 1408200026 replacement

How difficult is it to replace the Comfort Control (part number 1408200026). None of my windows will work and the dealer indicated that this needed to replaced. They want $1000 to replace. I have found used units between $70 - $200. Where is the unit located? This is on a 1995 S420. Thanks for your input.
